When one looks at a micrograph of the brain, there are thousands of neurons connected in a complex circuit. There are a trillion neurons in the human brain each with thousands if not hundreds of thousands of connections. Understanding the circuitry looks impossible. Encoding the circuitry is numerically impossible. Hawkins' hypothesis is that biology, through evolution, develops a function, and then repeats that function over, and over, and over. He hypothesizes a standard neural circuit, a predictor-comparator circuit. If the incoming signal is the same as predicted, nothing is sent on the output, if the input is different from predicted, the signal is sent forward to the next layer. Neurons work in the 10-100 Hz range and human response times are about a second, so there can only be 10-11 layers from input to output. He hypothesizes that all 10-11 layers are the same predictor-comparator circuit. It is an interesting hypothesis. He then makes the next obvious step in outlining a number of experiments to test the hypothesis. Fascinating idea which leads to a number of ideas on how to simplify the work on understanding brain function. It would greatly simplify understanding neuroscience if this hypothesis turns out to be correct.
